Mr. Levin is a director of Rock Creek Property Group and a principal of Rock Creek’s Opportunity Fund.  He is responsible for identifying, acquiring and managing distressed properties and sub or non-performing loans.  Prior to joining Rock Creek, Mr. Levin was a principal at Keystar LLC, a real estate investment company that focused on bridge lending and investments in urban infill properties.  For the 10 years prior to joining Keystar, he served as principal and Executive Vice President of CIG International LLC, based in Washington, DC.  CIG, a national mezzanine debt and equity investment company, invested more than $400 million of institutional capital in development projects throughout the United States.  Investment structures included preferred equity investments, participating loans and second mortgage loans.  CIG was sold to CapitalSource Inc. in July of 2004.

Mr. Levin received a Bachelors of Business Administration in Finance from the George Washington University and earned a MBA with a concentration in Urban Development from George Washington University.
